Ex-Policeman Charged Over Unauthorised Youth Rehabilitation Camp

Former police officer Tafadzwa Chidawa (36) and Clara Manyepera (38) have been charged with operating an unregistered disciplinary camp for minors and impersonating child protection officers. The duo appeared at Harare Magistrates Court on 15 March, where they were granted bail of US$300 each and ordered to return on 20 April for further remand.

The Matrix Disciplinary Training Camp, based at 2165 Tokwane Close, allegedly admitted youths from December 2023 to address behavioural issues. Prosecutors assert the camp violated the Private Voluntary Organisations Act by operating without registration. The National Prosecuting Authority (NPA) stated:

“The accused offered counselling and behaviour correction services reserved for licensed professionals, contravening the Children’s Act.”

Authorities confirmed possession of video evidence showing the pair conducting sessions. Chidawa, a self-styled “private investigator” and social media personality, previously faced legal scrutiny in 2024 for fraud. The case highlights gaps in oversight of community-led youth programmes, raising concerns about unregulated interventions in Mashonaland Central.
