Bikita DDC Investigated for Alleged Misuse of Government Vehicle

The Ministry of Local Government and Public Works has launched an investigation into Bernard Hadzirabwi, the District Development Coordinator (DDC) for Bikita, over allegations that he used a government-issued vehicle for unauthorised transport services, commonly referred to as mushikashika.

The investigation centres around claims that an Isuzu single cab, bearing registration MLG 164 (Ministry of Local Government 164), was being operated as an illegal taxi. Local Government spokesperson Gabriel Masvora confirmed the probe, saying, “We have instituted our own internal investigations to first establish the facts around the matter. The use of Government vehicles is guided by a Public Service Commission policy which stipulates that the vehicles must be used for Government business and only authorised people are allowed to be ferried in the said vehicles.”

The allegations date back to 31 March 2025, when Hadzirabwi reportedly stopped near the magistrates’ courts in Masvingo on his way to Nyika Growth Point. Witnesses claim he picked up eight passengers, with one sitting in the front and seven in the back of the vehicle. Passengers are said to have paid between US$1 and US$6 for the trip, including a payment from a Bikita Minerals employee who allegedly disembarked at the mine.

Hadzirabwi has denied the allegations, stating to the Masvingo Mirror, “I did not use the government vehicle for pirate taxi operations.” The Ministry has stressed the importance of maintaining proper vehicle logs to ensure government resources are used appropriately.

The matter has sparked concern regarding public accountability, with calls for thorough investigations to determine whether misuse of government property occurred.
