Former Mazowe district assistant coordinator Willard Masimba is the new Bindura Town Council Chamber Secretary.

Ms. Evelyn Madziire, Bindura Town Clerk described Masimba as the “right person” for the job considering his qualifications, performance, experience and exposure to local government tenets.

Masimba holds a BSc Honours in Public Administration MBA in Public Sector Management, with distinction from NUST, MSc in Disaster Risk Reduction and Management, Certificate in Monitoring and Evaluation and another certificate in Community Development, among others.

He joined the municipality of Bindura on September 20 after it had gone for nearly two years without a Chamber Secretary.

 His predecessor, Dr. Machingauta was dismissed on allegations of stealing from the council.

Madziire said, “With his vast local government experience, we are bound to benefit a lot.

“Even in areas of good corporate governance, we believe he will be leading us – he is the right man for the job though he is still serving his probation.”

Mr. Masimba has also been with Chegutu and Chinhoyi municipality as one of the directors. He also served in the Office of the President and Cabinet recently.

His experience in governance spans over 15 years, working in government only.

He told Nehanda Guardian that he also worked with Cee Tee Business Consultants as a training consultant.

“I had 15 years in government where l served in different capacities in the local government ministry in the capacity building of councils, devolution, transformative strategic thinking, risk assessments analysis and emergency preparedness.

“My Immediate task is to accelerate the development and effective implementation of municipal by-laws to ensure increased revenue collection, revamping the municipal disaster management and preparedness section commonly known as fire and rescue, job evaluation and staff rationalization to ensure staff is correctly placed and motivated among others as may be assigned by the town clerk from time to time,” he said.

Bindura Municipality is also yet to fill the position of finance and housing directors currently occupied by acting managers.
