The City of Harare has called on residents of Mbare Flats to grant health workers access to their homes for bedbug (tsikidzi) fumigation, cautioning that refusal may result in police-assisted enforcement measures.
In a statement issued on Tuesday, the city stressed that the fumigation campaign, which began on 7 April 2025, is part of a public health initiative aimed at eradicating a widespread bedbug infestation. Out of the 5,450 targeted rooms, 64% had been fumigated as of last week. However, health workers have faced resistance from certain residents refusing to open their doors.
The statement read:
“We have noted with concern reports that some occupiers of Mbare Flats are refusing to open their doors to City Health workers who want to fumigate their premises against bedbugs (tsikidzi). We encourage residents to allow immediate access or risk enforcement using police. This may also lead to cancelling current leases, as the apartments are owned by the City of Harare.”
The council reiterated that residents’ health is of utmost importance and assured that every effort will be made to ensure the fumigation campaign protects all Harare residents.
Meanwhile, George Charamba, Deputy Chief Secretary for Presidential Communications, suggested that some residents refusing access may be involved in illegal activities. Posting on X under his handle Jamwanda, Charamba warned that all those blocking health workers would face consequences:
“TSIKIDZI BLUES: Just to allay your fears, that vermin will be dealt with decisively soonest. Including those selling bad substances who have been refusing to open their homes to allow for a complete operation. Brace up!!!!”
