Simbarashe Tongayi Appointed as ZEC Chief Elections Officer

The Zimbabwe Electoral Commission (ZEC) has announced the appointment of Simbarashe Tongayi as its new Chief Elections Officer, effective 1st April 2025. The decision reflects ZEC’s confidence in Tongayi’s extensive expertise in election management and public administration.
In a statement, ZEC highlighted Tongayi’s qualifications and leadership qualities. “We are pleased to welcome Tongayi as the new CEO. His experience and dedication will undoubtedly propel the Commission toward achieving its long-term goals,” the statement read.
Tongayi has been serving as Acting CEO since December 2024, following his tenure as Deputy CEO responsible for administration. In this role, he was instrumental in improving organisational efficiency and streamlining administrative processes. His contributions to both regional and international elections have earned him recognition as a key figure in the electoral landscape.
Before joining ZEC, Tongayi held the position of General Manager of Human Resources and Administration at the National Peace and Reconciliation Commission. He also spent over a decade at the Public Service Commission Secretariat, where he served as Deputy Manager and District Human Resources Manager.
Currently pursuing a Doctorate in Strategic Management at Chinhoyi University of Technology, Tongayi holds an impressive array of academic qualifications, including Master’s Degrees in Human Resources, Peace, Leadership, and Conflict Resolution, as well as a Master of Science in Defence and Security Studies. Additionally, he holds a Bachelor of Science in Social Work and is an accredited facilitator under the Building Resources in Democracy, Governance, and Elections programme.
ZEC officials have expressed optimism about Tongayi’s leadership. “We are excited to embark on this new phase under Mr. Tongayi’s leadership. His knowledge, skills, and experience make him the ideal candidate to lead the organisation to new heights,” said an official.
