Trump Administration Proposes $998 Daily Fines for Migrants Failing to Leave After Deportation Orders

The Trump administration has unveiled plans to impose daily fines of up to $998 on migrants who fail to leave the United States after receiving deportation orders. The proposed penalties, which could be applied retroactively for up to five years, are part of a broader immigration crackdown targeting approximately 1.4 million migrants with final removal orders.
The fines are based on a 1996 law, enforced for the first time in 2018 during President Donald Trump’s first term. According to documents reviewed by Reuters, the administration is also considering seizing the property of migrants who fail to pay the fines. A senior Trump official, speaking anonymously, revealed that the penalties could amount to over $1 million for some individuals.
The U.S. Department of Homeland Security (DHS) has urged migrants to use a mobile app, formerly known as CBP One and rebranded as CBP Home, to “self-deport.” DHS spokesperson Tricia McLaughlin stated, “If they don’t, they will face the consequences. This includes a fine of $998 per day for every day that the illegal alien overstayed their final deportation order.”
Emails reviewed by Reuters indicate that the White House has pressed U.S. Customs and Border Protection (CBP) to oversee the implementation of fines, property seizures, and asset sales. However, a CBP memo dated 1 April 2025 suggested that Immigration and Customs Enforcement (ICE) should handle the task, citing the need for significant system upgrades and additional staffing. The memo estimated that CBP would require at least 1,000 new paralegal specialists, up from the current 313, to manage the fines.
President Trump has consistently prioritised the removal of individuals with final deportation orders, despite many having families, jobs, and established ties in the U.S. The administration’s approach has sparked debate over the balance between enforcing immigration laws and addressing humanitarian concerns.
