Zimbabwe Opens Electricity Market to Private Sector Amid Supply Challenges

Zimbabwe is set to liberalise its electricity transmission and distribution, allowing private entities to generate and supply power, particularly in newly developed suburban areas. This move aims to ease pressure on the struggling national utility, ZESA Holdings, which has faced significant difficulties in expanding services to all emerging urban locations.

Private companies will operate as electricity retailers, complementing ZESA’s efforts while addressing gaps in power supply across the country.

Speaking at the National Energy Compact workshop in Harare on 14 May 2025, Minister of Energy and Power Development, July Moyo, confirmed that Cabinet has approved the inclusion of private players in the electricity sector.

“ZESA’s investment might not be enough to bring electricity to all households. So we invite the private sector to consider becoming retailers in those areas,” said Moyo.
“Our position, which the Cabinet has already agreed to, is that we should invite the private sector.”

This approach mirrors models adopted in neighbouring Zambia, where private energy firms such as the Copperbelt Energy Company and the North Western Energy Company manage electricity transmission and distribution in specific regions.

With Zimbabwe’s electricity demand growing, the entry of private sector players is expected to improve service delivery, though stakeholders will be watching closely to see how the transition unfolds.
