PRETORIA – South African President Cyril Ramaphosa has removed Sisisi Tolashe from her role as Minister of Social Development with immediate effect, according to a statement issued by the Presidency on 14 May 2026.

The Presidency said the decision was taken in terms of section 91(2) of the Constitution of the Republic of South Africa, 1996.

In the same statement, Ramaphosa appointed Minister in the Presidency for Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, to act as Minister of Social Development while a permanent appointment is awaited.

“President Ramaphosa has in terms of section 91(2) of the Constitution of the Republic of South Africa, 1996, removed Minister Sisisi Tolashe from the position of Minister of Social Development,” the statement read in part.

It added: “In the interim, President Ramaphosa has appointed Minister in the Presidency for Women, Youth and Persons with Disabilities Sindisiwe Chikunga as the acting minister in the portfolio pending a full-time appointment in due course.”

No reasons were provided in the Presidency’s statement for Tolashe’s removal.

While the development is in South Africa, changes in leadership and policy direction in the social development sector are closely watched in Zimbabwe and across the region, especially where cross-border migration, social protection systems and regional co-operation on welfare programmes affect communities.
