Zimbabwe has held discussions in Beijing with China State Construction Engineering Corporation (CSCEC) on possible technical and financial collaboration for the Mt Hampden New City development outside Harare, according to information from the engagement.
The talks were led by the Minister of Finance, Economic Development and Investment Promotion, Prof Mthuli Ncube. The meetings involved CSCEC chairman Wang Wei and president Chen Lie.
The planned Mt Hampden New City is being positioned by government as a major urban development incorporating advanced infrastructure, industrial zones and digital economy facilities, including data centres intended to support artificial intelligence and other digital services. The project is reported to be at an early implementation stage, with enabling works underway.
During the engagement, CSCEC outlined its approach to large “new city” developments, presenting an integrated model covering planning, financing, construction and infrastructure rollout, and referenced international projects cited as examples of its work.
The Zimbabwean delegation also toured CSCEC’s exhibition centre, where the company showcased completed and ongoing projects, including smart city technologies and integrated infrastructure systems.
CSCEC officials indicated willingness to support Zimbabwe’s agenda by providing technical expertise, construction technologies and potential financing models. They also said strategic planning and policy direction would remain under the Government of Zimbabwe, with CSCEC acting as a technical and implementation partner.
The engagement was linked to Zimbabwe’s National Development Strategy 2 (NDS2), particularly the infrastructure development and modernisation pillar which prioritises new urban settlements and industrial growth nodes.
During the discussions, Prof Ncube highlighted Zimbabwe’s macroeconomic stability framework as part of efforts to attract long-term investment for large infrastructure programmes such as the Mt Hampden development.
