The City of Harare has issued what it calls a final warning to people occupying a protected wetland between Mabvuku and Zimre, ordering them to vacate the area within 14 days or face legal action.
In a notice signed by Town Clerk Engineer L. Mashonga, the municipality said the land is City of Harare property reserved for environmental conservation, storm-water management and the welfare of surrounding communities.
The council said it has identified unauthorised activities on the site, and directed the warning at “unknown land users” as well as alleged land barons accused of occupying and developing the wetland despite previous notices and directives.
According to the notice, the land is part of a sensitive environmental zone that plays a critical role in water management and ecological protection. Wetlands are widely recognised for reducing flooding, improving water quality and supporting biodiversity in urban areas.
The City of Harare instructed all occupants to immediately stop activities and vacate the wetland no later than 14 days from the date of the notice. It also ordered those in the area to remove “all structures, fencing, crops and other installations” and restore the land to its natural condition.
The municipality warned that failure to comply could lead to legal and physical enforcement measures, including demolitions, removals and prosecution under applicable laws. It added that ignorance of the notice would not be accepted as an excuse.
The latest directive comes as local authorities and environmental stakeholders continue to raise concern about illegal land occupation on wetlands in and around Harare, amid warnings that encroachment can worsen storm-water runoff and flood risks.
