Constitution Amendment No. 3 Bill passes National Assembly, heads to Senate

The National Assembly has passed the Constitution Amendment (No. 3) Bill after it secured the two-thirds majority required for constitutional changes, following a vote held on Thursday afternoon.

Results of the vote showed 216 Members of Parliament voted in favour of the Bill, while 42 voted against.

The Constitution Amendment (No. 3) Bill was considered during the third reading and was decided through a division of the House, where MPs openly indicate their vote by moving to designated sides of the chamber.

Under Section 328 of the Constitution of Zimbabwe, passage of a constitutional amendment requires a two-thirds majority in both the National Assembly and the Senate before it can be presented for Presidential assent.

Following its approval in the National Assembly, the Bill now proceeds to the Senate, where it is expected to be tabled and debated.

The proposed changes outlined in the Constitution Amendment (No. 3) Bill include amendments meant to clarify institutional mandates and adjust the structure and composition of certain public institutions, including provisions linked to elections, the judiciary and executive appointments.

The Senate’s consideration will determine whether the Bill achieves the second two-thirds vote required by the Constitution before moving to the final stage of being presented for Presidential assent.
