Zimbabwe’s 10th National Assembly is conducting the third reading and final vote on the Constitution Amendment (No. 3) Bill, 2026 (H.B. 1A of 2026), with the outcome being decided through a division of the House.

In a division, Members of Parliament openly indicate their position by moving to designated sides of the chamber, allowing the vote to be recorded in full view. The procedure is being used as the House considers whether the proposed constitutional changes should proceed to the next stages required by law.

According to Section 328 of the Constitution of Zimbabwe, constitutional amendments require a two-thirds majority in both the National Assembly and the Senate before a Bill can be presented for Presidential assent. This means the current vote in the National Assembly is only one part of the process required for the Bill to become law.

The Constitution Amendment (No. 3) Bill proposes changes intended to clarify institutional mandates and adjust the structure and composition of certain public institutions. The proposals include provisions affecting elections, the judiciary and executive appointments.

Supporters say the amendments are meant to align Zimbabwe’s governance frameworks with practices observed in other progressive jurisdictions, though the legal test remains whether the Bill can secure the constitutionally required two-thirds threshold in both chambers of Parliament.

Residents in Mashonaland Central and across Zimbabwe are expected to follow developments closely, as constitutional amendments can influence how public institutions are structured and how key state functions are exercised.
