The Zimbabwe Prisons and Correctional Service (ZPCS) has launched the Mtshabezi River View Resort at Gwanda Prison Camp under a public-private partnership (PPP) with Marleg Investments, as the correctional service expands income-generating projects.

Speaking at the launch on Friday, Deputy Commissioner-General responsible for Production and Business Management, Social Ndanga, said the resort reflects growing cooperation between ZPCS, businesses and local communities.

“Today’s event is a strong indication of the relationships that the ZPCS is building with the business community, the general public, and the communities that we serve,” Ndanga said. “It demonstrates the importance of the ZPCS not only as a service provider, but also as a partner in contributing to the national development agenda and the attainment of Vision 2030.”

Ndanga said the four-month project includes a thatched gazebo bar, a candy shop and braai facilities. He added that it aligns with ZPCS’s Production, Innovation and Entrepreneurship policy, which he said is being championed by Commissioner-General Dr Moses Cyril Ngawaite Chihobvu.

Before the launch, Ndanga toured Gwanda Prison Farm with Commissioner for Production Bennias Changunduma and Deputy Chief Accountant Chief Superintendent Patience Muzari to inspect agricultural projects being run at the institution.

Officer Commanding ZPCS Matabeleland South Province, Commissioner Cleopas Mzila Moyo, said the project followed engagement with local businesses, as ZPCS works to reduce reliance on the national fiscus.

Marleg Investments director Learnmore Gwatida said the resort launch marks the first phase of a wider development plan for the site.

“We are offering various services as a leisure centre, including a bar, candy shop, butchery, braai area, and a well-maintained football ground that already attracts crowds in Gwanda,” Gwatida said.

He said the next stage would include expanded landscaping towards the Mtshabezi River to cater for families and organised events. “We plan to expand our landscape design toward the Mtshabezi River to accommodate families, church gatherings, conferences, and celebrations in a safe environment,” he said.
