The Traffic Safety Council of Zimbabwe (TSCZ) has unveiled an artificial intelligence-powered vehicle monitoring system designed to identify non-compliant vehicles in real time, a move officials say could reduce the need for blanket roadblocks and speed up enforcement processes on the country’s highways.

The system was presented on the sidelines of the official opening of the Mucheke River Bridge in Masvingo. TSCZ managing director Mr Munesushe Munodawafa led the demonstration in the presence of senior government and transport officials, including the Minister of Transport and Infrastructure Development, Hon Felix Tapiwa Mhona, and the ministry’s Permanent Secretary, Engineer Joy Makumbe.

Also present were Engineer Jaravani Kangara, the Director of Roads; Masvingo’s Minister of State for Provincial Affairs and Devolution, Hon Ezra Chadzamira; the province’s Permanent Secretary, Dr Addmore Pazvakavambwa; and the Chief Executive Officer of ZINARA, Mr Nkosinathi Ncube. Representatives from other transport-related bodies, including Civil Aviation Authority of Zimbabwe, National Handling Services, Air Zimbabwe and the National Railways of Zimbabwe, attended the event.

According to the TSCZ, the enforcement unit combines a high-resolution camera with an AI processing engine that reads vehicle number plates as traffic passes and cross-checks details against multiple databases within milliseconds. Results are displayed on a monitor for officers, with a Bluetooth-enabled speaker providing live voice alerts. A printer allows officers to issue tickets on the spot for issues such as outstanding ZINARA licensing fees and ZBC radio licence obligations.

Mr Munodawafa said the aim was to avoid stopping every vehicle, arguing the system allows officers to focus on specific vehicles flagged by the technology. “If there are ten cars, you don’t need to stop all of them. This one will tell you which car to stop — or what it is that is missing. The relevant work is over, and all the other cars are allowed to pass,” he said.

The unit is designed to operate in different locations, powered by an inverter, with connectivity supported via a Starlink satellite link to maintain access to databases even in areas with weak terrestrial network coverage. Information captured is stored, creating a dataset that can be used to track repeat non-compliance and support road safety analysis over time.

TSCZ said the system is intended to serve multiple agencies rather than operating as a standalone project. Mr Munodawafa indicated it has been designed for use by, among others, the Road Motor Transport department (RMT), the Vehicle Inspection Department (VID), ZINARA, ZBC for radio licence compliance, and the Zimbabwe Republic Police’s Vehicle Theft Squad, alongside TSCZ.

The multi-agency design is intended to address the reality that road compliance issues often overlap, such as a vehicle having outstanding registration matters, unpaid levies or other regulatory gaps. With one platform drawing from several databases, checks can be carried out in a single scan as vehicles pass, rather than through routine stops of all motorists.

Mr Munodawafa linked the project to the National Development Strategy 2 (NDS2), which prioritises digital transformation and public safety. He said a pilot deployment ran throughout April with participating agencies, and early indicators were “positive”, though he did not provide figures or a formal evaluation outcome.

For motorists, the proposed benefit is less disruption for compliant drivers, while authorities argue it may improve targeted enforcement and collection of outstanding fees through a more data-driven approach.
