Government warns against illegal stands sales on North Umzari Farm in Chinhoyi

The Ministry of Local Government and Public Works has issued a public warning over what it describes as rampant, illegal parcelling and unauthorised sales of residential and commercial stands on North Umzari Farm in Makonde District, Chinhoyi.

In a press statement dated 13 May 2026, the ministry said the activities violate government policy, spatial planning laws and urban development regulations, and undermine the national drive towards orderly urban growth, including the creation of sustainable “Smart Cities”.

The ministry said no planning permission has been granted to subdivide North Umzari Farm and that no layout plans have been approved for the area. It added that no certificates of compliance have been issued for any stands or land sales connected to the property.

“Consequently, any layout plans currently used to market this land are fake, fraudulent, and legally void,” the ministry said.

Prospective buyers were urged to exercise caution, with the ministry warning that anyone who purchases land or stands at North Umzari Farm does so “entirely at their own peril”. The statement further said the State would not provide compensation, legal protection or alternative land to people who lose money to what it called illegal syndicates.

The ministry also warned that any structures built on the property without authorised building plans risk “immediate demolition without further notice”.

Residents and investors were advised to verify the legal status of any land before paying money. The ministry said checks can be done through Chinhoyi Municipality or directly with the ministry.

It also instructed illegal sellers to stop advertising, clearing or selling portions of North Umzari Farm, adding that government remains “resolute in eliminating chaotic, unplanned settlements” and will not tolerate lawlessness in urban development.
