Government renews 24-month reconstruction order for Shabani and Mashaba Mines, appoints Munashe Shava as administrator

Government has issued a fresh 24-month reconstruction order for Shabani and Mashaba Mines (SMM) in Zvishavane and appointed Munashe Shava as the new administrator to lead efforts to revive the asbestos and gold mining company, according to the Deputy Minister of Mines and Mining Development, Engineer Caleb Makwiranzou.
SMM was once a major contributor to Zimbabwe’s economy but stopped operating in the late 1990s amid depressed global asbestos prices, operational difficulties and mounting debts, which led to liquidation. The company’s assets have remained under judicial management since then, with several attempts over more than two decades failing to restore full production.
Makwiranzou said SMM remains under judicial management in terms of the Reconstruction of State Indebted and Insolvent Companies Act, with the administration falling under the Ministry of Justice.
“With the administration falling under the Ministry of Justice, the Government has issued a fresh 24-month reconstruction order and appointed Mr Munashe Shava as the new administrator. Mr Munashe Shava brings significant mining executive experience, indeed, from Hwange Colliery and Kuvimba Mining House,” Makwiranzou said.

The deputy minister said Government recognises that previous revival efforts have not delivered results, citing failed investments and unfulfilled production commitments over the years.
“The Ministry acknowledges that over two decades of revival efforts, there have been marked failures. There have been investors, but they have failed and there have been some unfulfilled production promises,” Makwiranzou said.
He said the new administrator has been given “clear mandates” to produce a commercially viable roadmap, and that progress will be measured against specific milestones.
“The Government stresses that the new administrator has been given clear mandates to develop a commercially viable roadmap. The administrator will be held accountable for measurable milestones,” he said.
Although SMM is located in Midlands province, developments in large mining operations often attract interest nationally, including in Mashonaland Central where mining and small-scale gold production remain significant sources of livelihoods. Communities and local businesses will be watching whether the renewed reconstruction order produces sustained operational recovery and clearer outcomes than past attempts.
