Mutapa Investment Fund to Mobilise US$1 Billion to Anchor NDS2 Initiatives

The Mutapa Investment Fund plans to mobilise US$1 billion to support the National Development Strategy 2 (NDS2) initiatives aimed at improving the socio-economic livelihoods of Zimbabwean citizens.

The fund will utilise the consolidated balance sheet of over 30 State-owned enterprises (SOEs), which have been transferred from various line ministries, to raise financial resources necessary for NDS2 implementation. Proceeds generated from dividends, asset disposals, and bond issuances related to the revival of portfolio companies will also contribute towards accumulating foreign reserves.

The NDS2, which will run from 2026 to 2030, is Zimbabwe’s second five-year development plan designed to achieve the country’s Vision 2030 goal of becoming an empowered upper-middle-income society. This strategy builds on NDS1 and focuses on ten national priority areas including macroeconomic stability, maintaining a predictable investment environment, infrastructure and utilities, and modernising the energy sector.

A central objective of NDS2 is the structural transformation of Zimbabwe’s economy by shifting from reliance on primary commodity exports to more high-value manufacturing and mineral beneficiation. Additionally, the strategy highlights the importance of enhancing human capital through universal access to quality healthcare, education, and comprehensive social protection.
